Somerset County Council, in partnership with its Waste
Contractor, has introduced a comprehensive network of closed
circuit television cameras (CCTV) onto the Household Waste
Recycling Centres (HWRCs) within Somerset.
CCTV has been introduced on all of the HWRCs in Somerset.
On 8 of these sites, the CCTV system has been introduced in conjunction with
an Automatic Number Plate Recognition system (ANPR) in order to
accurately chart users into the sites.
Why introduce CCTV?
- Provide for personal safety on site
- Act as a deterrent to break-ins
- Monitor congestion
- To determine waste levels entering the site

Most site users will not notice a change when they visit their local recycling centre.
The data recorded by the CCTV and ANPR will be held in accordance with the
Data Protection Act 1998. It will be kept on a secure database accessible only by
key management staff. Registration plate data will be processed within one month
of recording and only those related to potential illegal commercial waste deposits
or site abuse issues will be kept as evidence.
All other specific data will be deleted within the month. Traffic count and other non-specific registration plate
details will be used for site management purposes only.
The data will be used to identify potential illegal commercial waste users of the site
and take action against them. This in turn will reduce commercial waste entering
the sites and thus the burden on Council Taxpayers in meeting the costs of
subsequent haulage and disposal.
